The Abia State Government has announced new rules for motorcycles in Aba, Umuahia, and Ohafia. They have empowered the State Harmonised Task Force, along with security agencies, to seize any motorcycle found operating in these areas.

Okey Kanu, the Commissioner for Information, made this known on Tuesday. He spoke to reporters in Umuahia after the State Executive Council meeting led by Governor Alex Otti.

Kanu said any motorcycle that is impounded will only be returned after the owner pays a fine of N50,000 within 30 days. If the fine is not paid within this time, the motorcycle will belong to the Abia State Government.

He added that all motorcycles, whether private or commercial, must be registered under the state's vehicle enumeration programme, which started about 18 months ago. The Abia State Board of Internal Revenue will keep a database of all registered motorcycles.

New Identification Rules

Kanu explained that operators will receive reflective jackets or branded aprons with unique identification codes. This will help in identifying them across the three senatorial zones.

According to him, private motorcycles, as well as courier and delivery bikes, will not be allowed to carry passengers under the new rules. He mentioned that the government is working on plans to lessen the impact of these restrictions on commuters and operators.

A steering committee will work with members of the Harmonised Task Force to involve stakeholders, transport unions, and the public. This is to ensure that everyone understands the new policy.

Addressing Security Concerns

MacDonald Ubah, the Special Adviser to the Governor on Security Matters and a retired navy commander, said the ban is for the safety of the public. He pointed out that there are serious security challenges in the country right now.

Ubah shared that intelligence reports show that criminals are using motorcycles more to commit crimes. He urged operators to follow the registration process for better identification and accountability.

Ferdinand Ekeoma, the Special Adviser to the Governor on Media and Publicity, explained that the ban only affects the metropolitan areas. He said the aim is to improve security and reduce criminal activities in urban centres.
